It was issued by the Soviet Motor Vehicle Police (ГАИ), and indicates it is a common (passenger) inspection sticker from the Latvian SSR (now the nation of Latvia).
Soviet Drivers’ licenses were punched with a paper punch by the police officer, each time he/she issued a violation. 3 punches rendered the license permanently void. The GAI drove around in yellow and blue vehicles with ГАИ on the doors, blue lights, and various other equipment. They were hated by the average Soviet driver, as they were very corrupt, and were easily bribed.
