We are not certain that the state of Oregon ever had a statewide inspection sticker program before 1980.
Oregon did have inspections in Portland and some cities as well as a safety check sticker that was used when a vehicle was pulled over for defective equipment.
The car owner would repair the car and the mechanic would place the sticker on the car. Auto dealers often used these stickers to show their used vehicle was safe.
